Branch Manager Testing – Why & How
Date: 5th Mar 2003
Branch Manager Testing is being introduced within Retail Network against a background of what the Bank says is the unprecedented risk of sales compliance, fraud and operational losses.

The Bank has told LTU that whilst it is satisfied that the overwhelming majority of its Managers do an exemplary job it is important in the current regulatory environment that it can demonstrate that all its Managers have the basic competence required of them.

To do this all Senior Branch Managers in Bands 3 and 4 and Band 5 Branch Managers are to be tested initially and then on an annual basis on the following areas: Branch Processes; Customer Service; Compliant Sales; Management and Regulatory Controls and Security and Cash.

We are satisfied that the areas covered do address the basic requirements of the branch manager role but we’ve made it clear to the Bank that any attempt to ratchet up the process will be resisted.

The testing is screen based and will be split into 2 sessions. The time allowed is 40 minutes per session to do 32 multiple-choice questions and Managers may do both sessions on the same day if they wish. There is a full practice test for both sessions and this should help managers identify learning areas prior to taking the full test. Both the practice test and the test itself must be taken in proper ‘exam conditions’ and both Managers and their Branch Director will be asked to confirm that this was the case.

Up to three attempts are allowed with LTU accompaniment being allowed at any meeting arranged to discuss support if the test is failed again at a second attempt. Failure at the third attempt can lead to redeployment out of role or even dismissal, where it is proven that an individual does not have the capability to do the role.
